About the Program:
The Multifamily Affordable Housing Program has funding available to build or expand affordable housing in Sarasota County for low- and moderate- income¹ households following the 2024 storms Debby, Helene and Milton.
Available Funding:

$30 million in federal disaster recovery funds (CDBG-DR)

Projects Must:
Propose five or more rental units where at least 51 percent are affordable², agree to a minimum affordability period of at least 20 years, be located in Sarasota County, be an eligible CDBG-DR activity³ and have secured or taken steps to secure underwriting and include mitigation measures⁴.

Steps and Project Selection:

Submit an application online (Note: Application Window Closed on Oct. 24, 2025).

Staff will review and score applications according to the Sarasota County Commission–approved scoring criteria (also available below under "resources") (Current Step).

The board decides which projects to select for funding.

The approved projects enter into an agreement with the county.

Additional Information and Definitions
1. Low- and moderate-income (LMI): Households earning less than 80% of Sarasota County’s area median income.
2. Affordable units: Those that meet affordability requirements as defined by the HOME Investment Partnerships Program (HOME) or as described in 24 CFR 92.252.
3. CDBG-DR activity: Rehabilitation, reconstruction and/or new construction of affordable multifamily housing projects.
4. Mitigation measures: All projects must assess whether elevation above the Base Flood Elevation is required and comply with applicable local, state and national building codes and regulations.
