About the Program:
Infrastructure and Public Facilities Program (Public Entities and Nonprofits)

$57 million available to repair, replace and enhance public infrastructure to mitigate future disaster risks and address urgent community needs.

Of this, $27.2 million may be used for mitigation projects that increase community resilience to future disasters.
Dredging of Major Waterways Program (Public Entities)

$30 million available to address infrastructure needs by enhancing flood mitigation, water flow and community resilience.

Projects may support rivers, bays, creeks or canals that receive and carry stormwater drainage from a large area or have continuous flow.
These programs aim to address the remaining recovery needs following the 2024 storms Debby, Helene and Milton.
Selected Projects Nov. 18, 2025
On Tuesday, Nov. 18, the Sarasota County Commission convened at the Robert L. Anderson Administration Center to select and approve applications, up to the program cap of $30 million, submitted under Dredging of Major Waterways within the Resilient SRQ Infrastructure Program. The following projects have been selected by the commission to execute subrecipient agreements.
Hudson Bay Dredging Project, City of Sarasota (Administered by the County)
Approved: $13,711,000
The Hudson Bayou Dredging Project is a critical flood mitigation and stormwater conveyance improvement initiative that restores the stormwater conveyance function of one of Sarasota’s oldest urban waterways. This project removes 80,500 cubic yards of sediment to meet the 100-year flood protection standard, addresses chronic bank erosion and uses native vegetation to prevent future sediment buildup.
Whitaker Bayou Dredging Project, City of Sarasota (Administered by the County)
Approved: $10,012,000
The Whitaker Bayou Dredging Project is a critical flood mitigation and stormwater conveyance improvement initiative that restores the stormwater conveyance function of one of Sarasota’s oldest urban waterways. This project removes 118,000 cubic yards of accumulated sediment to restore stormwater capacity and reduce neighborhood flooding.
Celery Fields Regional Stormwater Facility, Central Cell Project, Sarasota County
Approved: $6,011,000
This project adds 60+ acre-feet of floodplain mitigation by excavating the Central Cell in the Celery Fields Regional Stormwater Facility (CFRSF). This will reduce flood levels by up to 1/3 ft. over a one mile radius and remove several residential and commercial neighborhoods from the 100-year, 24-hour floodplain.

Nonprofit Projects Must:
Serve low- to moderate-income individuals, have a tie back to a 2024 storm or qualify as a “mitigation-only” project and rehabilitate or construct public facilities.

Additional Information and Definitions
1. Low- and moderate-income (LMI): Households earning less than 80% of Sarasota County’s area median income.
2. Urgent need: Conditions that pose a serious and immediate threat to public health or safety.
3. Mitigation-only: Projects must meet the definition of a mitigation activity, address the current and future risks identified in the mitigation needs assessment in the Action Plan, be a CDBG-eligible activity and meet a national objective. Mitigation activities are defined as activities that increase resilience to disasters and reduce or eliminate the long-term risk of loss of life, injury, damage to and loss of property, and suffering and hardship, by lessening the impact of future disasters.
