The Infrastructure and Public Facilities program has funding available to repair, replace and enhance public infrastructure to mitigate future disaster risks and address urgent community needs following 2024 storms Debby, Helene and Milton.
Available Funding:

$57.1 million in federal disaster recovery funds (CDBG-DR)

Of this, $27.2 million may be used for “mitigation-only” projects, defined below ³
Eligible Applicants:

Sarasota County public entities

Nonprofit organizations
Nonprofit Projects Must:
Serve low- and moderate-income ¹ individuals, have a tie back to a 2024 storm or qualify as a “mitigation-only” project ³ and rehabilitate or construct public facilities.
Sarasota County Public Entity Projects Must:
Benefit low- and moderate-income ¹ individuals or be an urgent need, ² have a tie back to a 2024 storm or qualify as a “mitigation-only” project ³ and rehabilitate or construct public facilities and infrastructure.

2. Financial plan
3. Leverage of funding
4. Project readiness
5. Project impact
6. Tieback to storm
Steps and Project Selection:
1. Submit an application through the online portal when the application window opens (Note: Nonprofits will first submit a pre-application to determine project eligibility).
2. Staff will score applications according to the Sarasota County Commission approved scoring criteria (also available below under "resources").
3. The board decides which projects to select for funding.
4. The approved projects enter into an agreement with the county.
Additional Information and Definitions
1. Low- and moderate-income (LMI): Households earning less than 80% of Sarasota County’s area median income.
2. Urgent need: Conditions that pose a serious and immediate threat to public health or safety.
3. Mitigation-only: Projects must meet the definition of a mitigation activity, address the current and future risks identified in the mitigation needs assessment in the Action Plan, be a CDBG-eligible activity and meet a national objective. Mitigation activities are defined as activities that increase resilience to disasters and reduce or eliminate the long-term risk of loss of life, injury, damage to and loss of property, and suffering and hardship, by lessening the impact of future disasters.
